Add "Read general settings" as a permission to custom admin role

Background

With the introduction of custom admin role, there is the ability to view specific areas of the admin area through permissions. As a user, I'd like to read general settings to aid in troubleshooting to understand current state of the GitLab environment.

Next steps:

• Work with customers to better understand what general settings are important for day to day operations.
• For engineering - will going coarse be effective from a backend and front-end perspective?
