Problem to solve

Simplify usage of some of the more obscure and/or HTML tag-based GitLab Flavored Markdown (GLFM) features, especially as useful as the Underline

Proposal

An Underline button should be added to the PTE. Potentially, adding in both the plain and rich text editors, that surrounded the text using the <ins> tag would be a good solution.
