Integrate first Go project to new framework update process

Overview

With the processes and containers in place, a team/project will onboard to the new method and we shall document the outcome and learnings.

Deliverables

1. Identify a team to onboard to the new process
2. Identify a DRI to do the onboarding work on that team
3. Identify any issues or gaps in documentation or process
4. Document findings and add to the Go language page in the handbook
