Support routable token release in the extensions

Problem

We are about to release the routable tokens feature on gitlab.com at the start of March 2025 to support the Cells initiative. This will be a breaking change for extension versions released before February 2025. (full context explaining the breaking change)

• The LS extension assumes PAT tokens is lesser than 42 bytes. Routable PAT tokens break that assumption as it can be up to 151 bytes

Solution

We should take several steps to understand the impact and communicate the change to the users the best we can.

• Get Duo Code suggestions metrics to roughly understand the impact
  • we have a good understanding of the impact for VS Code, we should do the same calculation for JetBrains, Visual Studio, and probably Neovim
• Create documentation update explaining the problem and the suggested solution (updating extensions)
• Prepare CHANGELOG updates that we'll release at the same time as we enable routable tokens on gitlab.com, this CHANGELOG entry will explain the change
