[etc] Improve Mime priority

By default Tika gets the higher priority when guessing the mime-type. However, if Tika fails to detect the content-type, it will return "text/plain" or "application/octet-stream". In such cases, we should check by extension name. Above all, content-type specified in config should be the highest to override any mistake.
