Is it possible to compile llvm-sys without re-compiling LLVM?

I am getting the following while compiling llvm-sys on ARM64:

   Compiling bpf-sys v1.3.0

       to by LLVM_SYS_110_PREFIX.

Is there a way to skip re-compiling llvm?
