User account self-deletion

As suggested in #31 (closed), we should provide a way so users can delete their own account, or ask for their account deletion.

I suggest we make it an option that can have those values:

• Deletion not possible
• Deletion possible
• Deletion only possible when done by an administrator. For this, it should send a mail to admins explaining that a user has requested an account deletion.
