Allow users to use the BIRT Report editor to edit or create their own templates

Allow users to access the BIRT perspective in the RCP or allow BIRT views to be accessible via our perspectives
Provide instructions of how to connect templates to the Data Source that represents an xProcess Data Source
Add back in the report menu to the xelements in the RCP so that templates can be created for them and generated via the Reports menu

This is a feature which I would find very helpful. I would be interested to support an implementation. A long while back I implemented a plugin with some additional BiRT reports as I did not want to change code the original xProcess code.
