Yes, you get a static IP per instance you spin up. You will only lose the IP once the VPS is deleted. You can purchase a static IP so you keep the IP even after a instance is deleted. Summary - The VPS always has the same IP, but if you want the IP to persist once the VPS is deleted, you have to pay extra for that.
