Same problem.
After the penultimate update (103.0.4928.16) there was a constant stuttering of the video image when streaming video, but the sound ran well; but you could still follow the stream to some extent.
Examples:
DailyMotion.com: slight stuttering in some videos (regardless of resolution).ardmediathek.de: slight stuttering in all videos (regardless of resolution).
Youtube.com: all videos run smoothly here (HD quality).
Stuttering is consistently present on many other sites.
The latest update has made the stuttering massively worse, the sound still works fine.
It's like a video codec or caching is causing problems...
At least based on external appearance.System was checked, no errors or conflicts found.
However, on another laptop with a newer system, but also Opera Browser (latest version), everything runs without any problems.
System data of the laptop with the problems:
Processor Intel(R) Core(TM) i5-2430M CPU @ 2.40GHz 2.40 GHz
Installed RAM 4.00 GB (3.85 GB usable)

Is anyone else having the problem that the new update version (122.0.5643.142) does not run on Windows 10?
My Opera (64-bit) currently only runs on version: 120.0.5543.161.
The latest update (122.0.5643.142) does not get past the welcome animation after the update; it starts automatically three times, but crashes each time, then it's over.
My system:

My Opera (64-bit) currently only runs on version 120.0.5543.161.
The latest update (122.0.5643.142) does not progress beyond the welcome animation after the update; it starts automatically three times, but crashes each time, and then it is over.
The previous version (121.0.5600.50) was also unstable, but at least it worked reasonably well, which is why I reverted to version 120.0.5543.161.
However, after the last, final update for Windows 10, even version (121.0.5600.50) no longer works and crashes immediately.
Could the latest, final Windows 10 updates have something to do with this?
Otherwise, I can't explain why version (121.0.5600.50) worked before – albeit unstably – but now doesn't work at all.

@handanece Me too, same problem, but I'm from Germany.
The new update to version 114.0.5282.115 hasn't changed anything: Aria cannot be activated!
Since it doesn't work on my other laptop either - same operating system, same configuration - I think it might have something to do with some Windows service.
But since now to find the error or the inactive/missing service,
If you don't know what it could be, it's not possible for me.A small tool to check the necessary services and components would be nice: greetings and requests to the developers.
Windows 10 Home, 22h2 version, still available updates daily

@leocg Which at least further shows that the system properties also play a role: on my other laptop, with the same browser version, the websites also work without any problems.
On my older laptop, the recommended change in the flags was needed so that videos could run without stuttering. -
