Add setup wizard

This replaces the 3 cards shown on first launch with a new, Material 3 setup wizard (see #2 (closed)).

This pushes the second SUW test build's code to upstream, as it appears to be more or less stable.

This PR will close #2 (closed) and #3 (closed).
