Implement generic solution for disabled action buttons

@kuro610 and @dboehmer missed this feature during !232 (merged).

• hide action button unless table row is highlighted
  • exception: device has touch support→other solution is required, see follow-up issue #313
• gray out disabled actions buttons and show tooltip with reason for disabling
• apply everywhere where we build a custom solution until then
