gitaly: Deprecate the use_bundled_binaries config option

What does this MR do?

This MR deprecates use_bundled_binaries as this field is going to be removed in the upcoming Gitaly version - gitlab-org/gitaly!7976 (merged), git bundled binary has already been enabled by default - https://gitlab.com/gitlab-org/build/CNG/-/blob/master/gitaly/Dockerfile#L63
