Unhide all refs when fetching internal remote

By default on GitLab, certain references, such as refs/keep-around/XXX, are hidden from clients. However, for moving a repository to another storage, we need to "unhide" these references to have a true mirror of the repositories. Relates to gitlab#36174 (closed).
