What does this MR do and why?

This code change adds a new category of database diagnostic tasks called "ADDITIONAL_TASKS" to an existing system that monitors database health. The system already had "SINGLE_TASKS" that run diagnostics, and now it also runs these additional tasks (starting with a "CollationChecker" that likely verifies database text sorting rules). Both types of tasks examine each database connection, but the new additional tasks use a different logging approach than the original single tasks.
