Add group setting to hide email on profile page

What does this MR do and why?

• Adds top level group setting, to hide public email on profile page for enterprise users belonging to that group.
• Reorganises UI, to group settings that apply only to enterprise users together.

How to set up and validate locally

1. Checkout branch
2. Go to Top Level Group -> Settings -> General
3. Under permissions and group features - look for a new setting called Hide public user profile email for enterprise users
