Delete empty dashboard_layout.stories.js file

What does this MR do and why?

Fixes GitLab Storybook by removing empty dashboard_layout.stories.js file – it was preventing the Storybook from working correctly. Moreover, we no longer need this story after dashboard_layout was replaced with GlDashboardLayout in !195023 (merged).
