Remove flexible_scan_execution_policy feature flag

Remove flexible_scan_execution_policy feature flag

• update radio buttons to be more readable
• remove all usage
• update integration and feature tests (addition of new tests will happen in Update integration tests (#545423) and Update feature tests (#545422))
