What does this MR do and why?

Update 4 replicable models (Packages::PackageFile, Ci::PipelineArtifact, SnippetRepository, Terraform::StateVersion) to use separate verification state tables instead of storing verification data in the same table, enabling efficient backfill via existing verification processes. This is the continuation of a process that was started to alleviate the data tables and separate the data concerns between actual data and verification data.
