What does this MR do and why?

This MR makes the AddNotNullToDeployTokensShardingKeys migration (20250804193153) a no-op. See gitlab-com/gl-infra/production#20317 (closed)

The original migration was part of !193245 (merged) which added not null constraints to deploy token sharding keys.
