Adjust skip.yml path in pipeline_creator
What does this MR do and why?
Path was changed in !200796 (diffs), need to update pipeline_creator / internal qa specs.
Partially resolves master-broken incident gitlab-org/quality/engineering-productivity/master-broken-incidents#15369 (comment 2681665787) where qa:rspec-internal is failing.
