Fix creating root comments on wiki

What does this MR do and why?

This MR fixes an issue where root comments could no longer be posted on wiki.

It's a temporary fix, because ideally we wouldn't allow a null ID in the mutation argument directly, but move that to a DiscussionToggleResolveInput where it must not be null.
