WIP: Remove "value" from the description of weight.

What does this MR do?

Removes "value" from the description of Issue Weight, as it confuses what i believe to be the purpose of the Weight field--storing the "cost" side of an issue (time/complexity/story points/etc.). Busienss value should be stored elsewhere. For example: https://gitlab.com/gitlab-com/marketing/strategic-marketing/product-marketing/-/issues/2303
