WIP: Make package_cloud calls more resilient

• move package_cloud call to a function
• check for ruby failing, if so, check for an HTTP error from RestClient
  • retry up to 3 times if HTTP 5xx error
  • return if any other (1xx/2xx/3xx/4xx)
  • bomb hard if package_cloud fails
