Bump ClickHouse server image that includes patch for GCS cluster

  • Also fixes smoke tests tf module to accept image version
  • Instead of relying on a specific minor version for Go 1.19 use the latest Go 1.19. (Security patches)
  • Bumps ClickHouse server image to patch : 23.3.5.9-alpine which includes the fix : https://github.com/ClickHouse/ClickHouse/pull/50489
  • Adds the config allow_remove_stale_moving_parts to remove stale parts.

Closes #2196.
