Configure Secret Detection in `.gitlab-ci.yml`, creating this file if it does not already exist

I'm adding secrets detection to the project directly from the configuration page. Not sure what the commit will look like!

It seemed like a good idea after https://gitlab.com/gitlab-org/release-cli/-/issues/110, though I'm not sure if it would have caught that specific token.
