adaptation of travo if forge is absent

This is a small update of travo so that most functions correction functions work if forge is unavailable, or if someone don't want to use a forge but just use the nbrgader wrapper provided by travo. If forge is unavailable, write permissions is automatically added to manually downloaded submissions.
