Abstract

本发明提供了一种在不同运营商之间通信的资费分摊的方法和装置，其中不同运营商之间是通过关口局进行资费分摊的，其特征在于，在呼叫进出入关口局时，关口局分别在源和目的给出源参数和目的参数；对两参数值进行判断，得到资费区域索引；对资费区域索引值进行判断，并对资费区域索引进行调制，得到资费类索引；关口局产生与资费类索引有关的内容；中央存储器集中接收这些内容，并将与资费类索引对应的资费类存储中每个计数器的增加量累加到相应的计数器中，并实行多个安全机制；将资费类存储器中的信息输出到存储介质并进行储存，然后输出到计费中心进行资费分拣。本发明是基于群组对的计费方式，更适合于关口局对资费分摊结算。

Description

一种在不同运营商之间通信的资费分摊的方法和装置
技术领域
本发明涉及不同运营商之间通信的资费分摊的方法和装置。
背景技术
对于中继跳表计费，在程控交换机中，它以(出入)中继群为资源结算单元，累加发生在该中继群上的所有计费脉冲数，作为结算内容。它在技术简洁的同时，无法提供足够的对资源分类的灵活性和对结算内容选择的灵活性。
对于详细计费，在程控交换机中，它对每一个呼叫都产生一条详细纪录，所有的纪录(话单)都在一定时段后从交换机中输出。专门的分检部门对收到的所有话单进行分检，分类汇总累加后作为结算内容。它能灵活地满足用户的各种定制需求，但缺点是会有大量的临时数据在程控交换局和相关分检部门之间传送，为满足要求，设备投资量增加较大。
发明内容
本发明为了解决上述现有技术中的缺点，在关口局的程控交换机的层面提供资费分摊的各种手段，以便满足各种未来可能会产生的运营商之间结算需求，同时运营商不必因为这个要求而立即追加大量的投入来满足详细计费的要求。
本发明提供了一种在不同运营商之间进行通信的资费分摊的方法，其中，不同运营商之间是通过关口局进行资费分摊的，所述方法包括：
a)在呼叫进出关口局时，关口局从不同的运营商分别获得主叫用户的源和被叫用户的目的，并分别从源和目的给出源参数和目的参数；
b)关口局对步骤a)中的源参数和目的参数的值进行判断，如果有一个参数的值对应关闭资费分摊功能的参数值，则关闭资费分摊功能，否则就根据所述源参数和目的参数得到相应的资费区域索引，并执行步骤c)；
c)关口局对步骤b)中资费区域索引的值进行判断，如果所述资费区域索引的值对应关闭资费分摊功能的参数值，则关闭资费分摊功能，否则关口局根据所述呼叫，对所述资费区域索引进行调制，得到相应的资费类索引Rj，j＝1，2...n，并执行步骤d)；
d)关口局产生与步骤c)中所述资费类索引Rj有关的内容，在所述呼叫结束以后，发往关口局中的中央存储器；
e)关口局中的中央存储器集中接收步骤d)中与资费类索引Rj有关的内容，并根据这些内容，将与所述资费类索引Rj对应的资费类存储器Mj(j＝1，2...n)中每个计数器的增加量累加到相应的计数器中，并实行多个安全机制；
f)中央存储器将步骤e)中资费类存储器Mj中的信息输出到存储介质，存储介质以预定义的格式化方案对Mj中的信息进行储存，并输出到计费中心进行资费分拣。
所述步骤c)中，是用一种调制参数或者用几种调制参数一起对所述资费区域索引进行调制，且通过不同的调制参数，得到的资费类索引是不同的，所述调制参数有呼叫类型(type ofcall)、承载能力(bear capacity)、高层承载(HLC)、模拟或ISDN用户。
所述步骤d)中，与步骤c)中所述资费类索引Rj有关的内容包含与步骤a)中的所述呼叫相关的静态信息和动态信息；
所述步骤e)中，资费类存储器Mj(j＝1，2...n)是关口局在初始化中根据用户需求设定的；
所述步骤f)中，中央存储器将步骤e)中资费类存储器Mj中的信息输出到显示终端。
所述步骤e)中，多个安全机制包括：
中央存储器在接收过程中引入窗口机制；
各个计数器的累加有一个热备用；
各个计数器以一定的时间间隔将计数器中的信息备份到一对硬盘中。

位于关口局中的源和目的装置，在呼叫进出入关口局时，根据主叫用户的源和被叫用户的目的分别在源和目的给出源参数和目的参数；
触发装置，对源参数和目的参数的值进行判断，如果有一个对应关闭资费分摊功能的参数值，则关闭资费分摊功能，否则根据所述源参数和目的参数得到相应的资费区域索引，然后对所述资费区域索引的值进行判断，如果所述资费区域索引的值对应关闭资费分摊功能的参数值，则关闭资费分摊功能，则否则将所述资费区域索引传送给调制装置；
调制装置，根据所述呼叫，对来自触发装置的所述资费区域索引进行调制，得到相应的资费类索引Rj，j＝1，2...n；
信息产生装置，根据所述资费类索引Rj，j＝1，2...n，产生与所述资费类索引Rj有关的内容，并在所述呼叫结束以后，将所述内容发往中央存储器；
中央存储器，接收与所述资费类索引Rj有关的内容，并根据这些内容，将与所述资费类索引Rj对应的资费类存储器Mj(j＝1，2...n)中每个计数器的增加量累加到相应的计数器中，并实行多个安全机制，然后将所述资费类存储器Mj中的信息输出到存储介质，

本发明的资费分摊是基于群组的计费方式，更加适用于关口局的资源分摊结算。且现有技术的计费单元是基于中继，而本发明的资费分摊不仅仅基于中继，同时还可以通过其他计费单元来实现。它的资费类是抽象的，可以是多种不同实体类别的混合。此外本发明还采用新的标准化的资费分摊输入输出格式。

具体实施方式
下面结合附图及实施例，对本发明作具体介绍。
本发明提供了一种在不同运营商之间通信的资费分摊的方法和装置，其中，不同运营商之间是通过关口局进行资费分摊的。
这里，关口局指的是在不同的运营商之间实现话务传送的接口交换局。比如说上海移动用户打电话到上海电信的固定用户上，这次通话通过上海移动和上海电信之间的关口局到达固定用户。这样上海电信运营商付出了资源，就会在关口局进行这一类的资源统计，然后与上海移动统一结算以获取回报。所以关口局的主要作用就是为了分别统计各运营商之间的资源占用并在运营商之间分摊费用。同时它也提供呼叫鉴权、黑白名单等其它关口功能。资费分摊，简称DOR(Division Of Revenue)，用于在不同的运营商之间通信的资源结算。
如图1所示，用户101是运营商A102的用户，用户105是运营商B104的用户。在主叫用户101对被叫用户105的呼叫进出入关口局103时，关口局103从运营商A获得源，例如北京，从运营商B获得目的，例如上海。
图2是本发明实施例中关口局实现资费分摊的布局图，包括现有技术中的源和目的装置201和计费中心208，本发明中增加了触发装置202、调制装置、信息产生装置204、中央存储器205、显示终端206和存储介质。如图2所示，关口局103中的源和目的装置201分别从源和目的得到源参数和目的参数，这些参数是带数值(0-255)的，例如源是北京，则源参数的值是“1”，目的是上海，则目的参数的值是“2”。
此时路由已经选通，即被叫用户105开始振铃的时候，关口局103中的触发装置202对源参数和目的参数的值进行判断，如果有一个对应关闭资费分摊功能的参数值，例如本实施例中，如果有一个参数为0，则关闭资费分摊功能，不需要该功能的用户屏蔽该功能时消耗最少的资源；否则触发装置202根据该源参数和目的参数得到一个资费区域参数，如表一所示。

表一中的x1，x2，x3，x4....xn是资费区域索引。本实施例中源是北京(1)，目的是上海(2)触发装置202判断源参数值和目的参数值，它们都不为0，则得到相应的资费区域索引x2，即华北—华东资费区域索引，该资费区域索引x2的值为“2″。从表一可以看出，本发明中不同数值的资费区域索引可以简单地对应到不同的资费类索引，也就是得到许多不同的资费类索引。现有技术中，当源和目的分别是出、入中继群时，这就是中继跳表功能，且现有技术中最大中继群软表个数为10个或14个。本发明中由于我们能够动态地将许多资费类索引分配给1个入中继群+许多目的；或者分配给一个出中继群+许多个源，这实际上等于一个中继群可以拥有几乎无限的软表个数，这已经突破了现有技术中最大中继群软表个数10个或14个的限制，所以本发明的实际功能要比现有中继跳表技术强。
触发装置202对资费区域索引的值进行判断，如果值为0，就关闭资费分摊的功能，这有助于用户灵活地选择，同时最大程度节约系统资源；否则调制装置203对资费区域索引进行调制，例如本实施例中资费区域索引x2的值为“2“，不为0，则对x2进行调制，具体调制过程参见表二。
如表二所示，根据该呼叫，例如本实施例中，运营商对该呼叫的语音业务敏感，即要求对语音业务统计并资费，那么就用调制特性中的一种调制参数对前述资费区域索引进行调制，得到相应的资费类索引Rj，j＝1，2...n。例如本实施例中用呼叫类型(语音)的调制参数对资费区域索引x2进行调制，得到相应的资费类索引R1，所述R1对应DDD呼叫的语音业务，也就是对应DDD的呼叫话单。此外，如果其他呼叫对应的是ISDN呼叫，那么资费区域索引x2经过呼叫类型(语音)的调制参数的调制，就得到相应的资费类索引R2，即R2对应ISDN呼叫的语音业务，也就是对应DDD的呼叫话单。

本发明提供了非常灵活的调制措施，这里所述的调制特性就是用一种调制参数或者用几种调制参数一起对所述资费区域索引进行调制，且通过不同组合的调制参数，得到的与其相对应的不同的资费类索引，调制的目的就是根据不同的调制参数对所有的资费进行进一步的归纳和整理，使这些资费可以根据运营商需要的类别进行分类，即进行资费类索引。再通过这些不同的资费类索引，最终就可以得到不同的计费数据。调制参数可以是呼叫类型(语音)(type of call)、承载能力(bear capacity)、高层承载(HLC)、模拟或ISDN用户等等。
本发明中所述调制是在呼叫进行过程中发生的。现有技术中，在一般情况下，每个资费区域索引和资费类索引一一对应，这可以满足大部分的客户需求，这种情况下，该调制步骤可以忽略。
关口局103中的信息产生装置204在该被叫用户105应答以后，到该呼叫释放的过程中，产生与前述资费类索引例如R1有关的内容，这些内容包含与该呼叫相关的静态信息和动态信息，其中，静态信息包含表二所示的与调制特性有关的特性、主叫号码、被叫号码、路由等等，动态信息包含呼叫的占用时间、应答时间等等。这些与该呼叫相关的静态信息和动态信息，在该呼叫结束以后，发往关口局103的中央存储器205。
在呼叫释放后，即呼叫结束后，关口局103的中央存储器205集中接收与前述资费类索引Rj有关的内容，并根据这些内容，将与前述资费类索引Rj对应的资费类存储器Mj(j＝1，2...n)，中每个计数器的增加量累加到相应的计数器中。例如该呼叫中，中央存储器205中对应资费类R1的资费类存储器M1中存在着几个计数器，例如总通话次数计数器、总通话时长计数器等等，根据该呼叫，总通话次数计数器和总通话时长计数器都相应的进行了总通话次数的累加和总通话时长的累加。这里的资费类存储器Mj(j＝1，2...n)是关口局103在初始化中根据用户需求设定的。
由于这部分资源的重要性，所以本发明中实行多个安全机制，包括：中央存储器205在接收过程中引入窗口机制；各个计数器的累加有一个热备用，如图3所示，中央存储器205包括主用中央存储区301、热备用中央存储区302、主用硬盘305和备用硬盘307，主用中央存储区301和热备用中央存储区302同时存储，如箭头303所示，特殊情况下可以单侧工作，当由单侧工作恢复到双侧工作时，两侧的同步工作就会起动；以及各个计数器以一定的时间间隔将计数器中的信息备份到一对硬盘中，即主用硬盘305和备用硬盘306中，这个备份工作由主用中央存储区301完成，如箭头304所示。这些安全机制属于现有技术，故在此仅作简单描述。
中央存储器205将前述资费类存储器Mj的信息输出到存储介质207，存储介质207以预定义的格式化方案对Mj的信息进行储存，并输出到计费中心208象其他帐单文件一样进行资费分拣。中央存储器205还可以将前述资费类存储器Mj的信息输出到显示终端206，例如将资费类存储器M1中各个计数器的内容显示出来，这样就可以通过显示终端206对各运营商网络资源的占用情况直接即时的进行查看，也就是可以灵活地在线实施。这里资费分拣是指在交换局产生的计费数据(如详细计费话单、复式计次跳表文件、资费分摊上述所有的资费类索引)按次序排列在一个文件里，这个整体的文件将送到计费中心208，然后计费中心208根据事先设置好的程序对这个文件进行操作，将文件整理成单独的每个资费类和其对应的总通话次数，总通话时长。
本发明中预定义的格式化方案可以采用通用的方案，如表三所示，先是文件头，例如是资费分摊类别表示信息、文件生成时间信息、所在关口局标示信息等等，然后顺序排放每个资费类索引，最后是文件尾，例如是文件结束标志符；另外还可以采用根据用户的要求定制的方案，如表四所示，先是文件头，例如是资费分摊文件标识信息、文件生成时间信息、所在交换局等等，然后按中继群、承载类型的顺序排放每个资费类索引，最后是文件尾，例如是文件结束标志符。

可见本发明采用的输出格式尽量贴近用户需求，使用户非常方便地引入这一新功能。同时输出格式可定制，以便满足不同高端用户的定制需求。输出格式可以提供比其他功能更多的可选项，如局名、文件产生时间、中继群名等特殊信息，对联机传送的支持更方便。
与上述实施例相对应的方法具体步骤如下：
a)在呼叫进出关口局时，关口局从不同的运营商分别获得主叫用户的源和被叫用户的目的，并分别从源和目的给出源参数和目的参数；
b)关口局对步骤a)中的源参数和目的参数的值进行判断，如果有一个参数的值对应关闭资费分摊功能的参数值，则关闭资费分摊功能，否则就根据所述源参数和目的参数得到相应的资费区域索引，并执行步骤c)；
c)关口局对步骤b)中资费区域索引的值进行判断，如果所述资费区域索引的值对应关闭资费分摊功能的参数值，则关闭资费分摊功能，否则关口局根据所述呼叫，对所述资费区域索引进行调制，得到相应的资费类索引Rj，j＝1，2...n，并执行步骤d)；
d)关口局产生与步骤c)中所述资费类索引Rj有关的内容，在所述呼叫结束以后，发往关口局中的中央存储器；
e)关口局中的中央存储器集中接收步骤d)中与资费类索引Rj有关的内容，并根据这些内容，将与所述资费类索引Rj对应的资费类存储器Mj(j＝1，2...n)中每个计数器的增加量累加到相应的计数器中，并实行多个安全机制；
f)中央存储器将步骤e)中资费类存储器Mj中的信息输出到存储介质，存储介质以预定义的格式化方案对Mj中的信息进行储存，并输出到计费中心进行资费分拣。
对于一个中等规模的关口局(假设忙时10小时，100CAPS话单量，)，则现有技术中每天详细计费和本发明的资费分摊的数据量之比大于100:1。
另外本发明大大地降低了交换机的海量吞吐能力；分检中心的海量处理能力；数据的海量存储和传送，节约了各种资源。
本发明的资费分摊是基于群组的计费方式，更加适用于关口局的资源分摊结算。且现有技术的计费单元是基于中继，而本发明的资费分摊不仅仅基于中继，同时还可以通过其他计费单元来实现。
以上所述实施例只是本发明的一个实施例，且不局限于此，在不超出本发明的精神范围的情况，所做的种种变化实施，都属于本发明的范围。

Claims (10)

1.一种在不同运营商之间进行通信的资费分摊的方法，其中，不同运营商之间是通过关口局进行资费分摊的，其特征在于，所述方法包括：
a)在呼叫进出关口局时，关口局从不同的运营商分别获得主叫用户的源和被叫用户的目的，并分别从源和目的给出源参数和目的参数；
b)关口局对步骤a)中的源参数和目的参数的值进行判断，如果有一个参数的值对应关闭资费分摊功能的参数值，则关闭资费分摊功能，否则就根据所述源参数和目的参数得到相应的资费区域索引，并执行步骤c)；
c)关口局对步骤b)中资费区域索引的值进行判断，如果所述资费区域索引的值对应关闭资费分摊功能的参数值，则关闭资费分摊功能，否则关口局根据所述呼叫，对所述资费区域索引进行调制，得到相应的资费类索引Rj，j＝1，2...n，并执行步骤d)；
d)关口局产生与步骤c)中所述资费类索引Rj有关的内容，在所述呼叫结束以后，发往关口局中的中央存储器；
e)关口局中的中央存储器集中接收步骤d)中与资费类索引Rj有关的内容，并根据这些内容，将与所述资费类索引Rj对应的资费类存储器Mj，j＝1，2...n，中每个计数器的增加量累加到相应的计数器中，并实行多个安全机制；
f)中央存储器将步骤e)中资费类存储器Mj中的信息输出到存储介质，存储介质以预定义的格式化方案对Mj中的信息进行储存，并输出到计费中心进行资费分拣。
2.如权利要求1所述的方法，其特征在于，所述步骤c)中，是用一种调制参数或者用几种调制参数一起对所述资费区域索引进行调制，且通过不同的调制参数，得到的资费类索引是不同的，所述调制参数有呼叫类型、承载能力、高层承载、模拟或ISDN用户。
3.如权利要求1所述的方法，其特征在于，所述步骤d)中，与步骤c)中所述资费类索引Rj有关的内容包含与步骤a)中的所述呼叫相关的静态信息和动态信息；
所述步骤e)中，资费类存储器Mj，j＝1，2...n，是关口局在初始化中根据用户需求设定的；
所述步骤f)中，中央存储器将步骤e)中资费类存储器Mj中的信息输出到显示终端。
4.如权利要求1所述的方法，其特征在于，所述步骤e)中，多个安全机制包括：
中央存储器在接收过程中引入窗口机制；
各个计数器的累加有一个热备用；
各个计数器以一定的时间间隔将计数器中的信息备份到一对硬盘中。
5.如权利要求1所述的方法，其特征在于，所述步骤f)中，预定义的格式化方案是通用的方案，或者是根据用户的要求定制的。
6.一种在不同运营商之间进行通信的资费分摊的装置，不同运营商之间是通过关口局进行资费分摊的，所述资费分摊的装置包括位于关口局中的源和目的装置，其特征在于，还包括位于关口局中的触发装置、调制装置、信息产生装置、中央存储器、存储介质，其中：
位于关口局中的源和目的装置，在呼叫进出入关口局时，根据主叫用户的源和被叫用户的目的分别在源和目的给出源参数和目的参数；
触发装置，对源参数和目的参数的值进行判断，如果有一个对应关闭资费分摊功能的参数值，则关闭资费分摊功能，否则根据所述源参数和目的参数得到相应的资费区域索引，然后对所述资费区域索引的值进行判断，如果所述资费区域索引的值对应关闭资费分摊功能的参数值，则关闭资费分摊功能，则否则将所述资费区域索引传送给调制装置；
调制装置，根据所述呼叫，对来自触发装置的所述资费区域索引进行调制，得到相应的资费类索引Rj，j＝1，2...n；
信息产生装置，根据所述资费类索引Rj，j＝1，2...n，产生与所述资费类索引Rj有关的内容，并在所述呼叫结束以后，将所述内容发往中央存储器；
中央存储器，接收与所述资费类索引Rj有关的内容，并根据这些内容，将与所述资费类索引Rj对应的资费类存储器Mj，j＝1，2...n，中每个计数器的增加量累加到相应的计数器中，并实行多个安全机制，然后将所述资费类存储器Mj中的信息输出到存储介质，
存储介质，将所述资费类存储器Mj中的信息以预定义的格式化方案储存，并输出到计费中心进行资费分拣。
7.如权利要求6所述的装置，其特征在于，所述调制装置是用一种调制参数或者用几种调制参数一起对所述资费区域索引进行调制，且通过不同的调制参数，得到的与其相对应的不同的资费类索引，调制参数可以是呼叫类型、承载能力、高层承载、模拟或ISDN用户。
8.如权利要求6所述的装置，其特征在于，所述资费类索引有关的内容包含与所述呼叫相关的静态信息和动态信息；所述资费类存储器Mj，j＝1，2...n，是关口局在初始化中根据用户需求设定的；
所述装置还包括显示终端，用于显示所述资费类存储器Mj中的信息。
9.如权利要求6所述的装置，其特征在于，所述多个安全机制包括：
中央存储器在接收过程中引入窗口机制；
各个计数器的累加有一个热备用；
各个计数器以一定的时间间隔将计数器中的信息备份到一对硬盘中。
10.如权利要求6所述的装置，其特征在于，所述预定义的格式化方案是通用的方案，或者是根据用户的要求定制的。
