Description of the Related Art Conventionally, liquid eyeliner cosmetics have a cosmetic effect that is applied around the eyes to enhance the contours of the eyes and produce impressive eyes. In particular, the liquid eyeliner is a cosmetic that requires a high level of cosmetic technology because the site of use is limited to a narrow area close to the eyes. Generally, these liquid eyeliner cosmetics are mainly composed of components such as an aqueous component, an oily component, a powder, a film forming agent, a gelling agent, and a wax. For example, there is a method in which a plate-like powder is blended in order to provide a good usability, a good sliding feeling is imparted, and an excellent use feeling is produced.

As compared with the water-based eyeliner of No. 1, it has much better properties in all aspects of usability (smoothness, ease of drawing), uniformity of the finished film, and long-lasting cosmetic effect. In particular, the water-based eyeliner of the present invention is smooth and easy to draw, has a uniform decorative film, and is extremely excellent in sensory characteristics. Further, when a large amount of silicone-based spherical powder having excellent water repellency is blended as in Example 4, even if the blending amount of the film forming agent is reduced, an excellent makeup effect can be maintained. On the other hand, in Comparative Example 1, which did not contain the film-forming agent and the spherical powder, and had a large amount of plate-like powder, the system became hard and blurred, and the usability (smoothness, ease of drawing) and the durability of the cosmetic effect were maintained. Such a satisfactory feeling in terms of usability could not be obtained. In Comparative Example 2 which did not contain a plate-like powder and contained a large amount of a spherical powder, satisfactory usability could be imparted, but no satisfactory film uniformity was obtained.
