just release Borges 0.10.0 in CVS, Cooker and SF.net

There's not been new releases for some months, and I doubt we can reach 1.0 before end of year. Anyway this release is already quite stable.

Notes:
This is a major release and a big step forward Borges 1.0.
Many new features were added and overall use was made easier.

Please test everything looks OK, the procedure to start a new project has been simplified and enhanced.
