After further inspection it seems the server does not respond from anywhere in Poland... works fine from machines in other European countries I've tried. That's strange and pretty annoying! GaussSum should be GPLv2 or later, at the discretion of the user. I believe cclib is LGPL v2 or later. The licenses should be specified on the websites - I will update.
