The interpreter is hardcoded in smartquotes.py:

https://sourceforge.net/p/docutils/code/HEAD/tree/trunk/docutils/docutils/utils/smartquotes.py

Instead of using "/usr/bin/python3" directly, it's recommended to use "/usr/bin/env python3".
