Correct handling of static declarations

Removing curious precondition

Delete non-forward declaration duplicates too

Raise error if any Eiffel feature source range is default (unspecified)

Eiffel doesn't allow static calls during constant initialization of a feature

less folder status ... compilable, not yet runnable

Add enum variable declarations as possible binding source for var expressions
