You should add server.address=0.0,0.0 to your projectforge.properties. Its default value is localhost, meaning, that ProjectForge isn't available for other computers due to security reasons. It's highly recommended to use Nginx, Apache etc. as an https-proxy for external access. See https://github.com/micromata/projectforge/blob/develop/doc/installation.adoc for further information
It's not built as war. It's available as executable JAR including a Jetty webserver (uses Spring boot as technology).
