Make timeouts for ZIP configurable
Related to:
- #464 (closed) (about cache configurable)
- #480 (LRU evict)
- !375 (merged) (slices the @jaime proposal to configurable timeouts)
This provides a functors to allow configure timeouts. This will help with writing accurate tests
and later allow these timeouts to be configurable via config.
This is small slice from: !375 (merged).
