Add constraint to vulnerability_statistics

What does this MR do and why?

Add constraint to vulnerability_statistics to make sure traversal_ids is present and not empty. This is after we have queued and requeued this BBM to backfill values for this column. We will also be finalizing that migration in this milestone.
