Abstract
The present invention relates to a method to automate functions performed by bailiffs and/or other institutions, the work with cases. This method is implemented by software means operating in a computer. The method to automate functions of bailiffs and/or other institutions is new in that, in addition to the high level of automation of functions performed, identification, classification, and transfer of the data from external electronic databases to software means of the bailiff and/or other institutions, and assignment to a particular case in these software means is performed. In order to improve the recognition of the data in external databases, software means have functions of artificial intelligence that can be used to train to recognize the new data, increase recognition accuracy, and software means, using artificial intelligence, can learn by themselves. The new method provided, according to the data on transfers to the deposit account, recognizes the case to which the funds are assigned, automatically executes the transfer of funds from the deposit account, automatically creates documents, classifies them, prepares for enveloping, counts time periods, sends documents by e-mail.
Description
METHOD TO AUTOMATE CONTROL AND EXECUTION OF PAYMENTS
AND/OR OBLIGATIONS IN THE WORK OF BALIFFS AND OTHER INSTITUTIONS
FIELD OF THE INVENTION
The invention relates to the field of computer-implemented inventions, and, in particular, automatic management of cases in the activities of bailiffs and/or other institutions.
DESCRIPTION OF THE RELATED ART
This description provides a method to create and process cases used by bailiffs and/or other institutions, when the data needed for processing is automatically found, identified in external databases, downloaded and assigned to a particular case. The funds in a deposit account are distributed and transferred to designated persons. Software means implementing the method automatically prepare, classify, count time periods, assign postmarks (if documents are sent by post), prepare documents to be placed into an enveloping machine (if documents are sent by post), send to persons by e-mail (if the person wishes to receive documents by e-mail). In software means, artificial intelligence, which eventually trains the software means/method (based on statistical usage data or user instructions) to more accurately recognize the data in external databases, is additionally installed. Software means identify documents found in external databases, download them to the computer, in which software means, which link to the particular case, for which the document is intended, operate.
The patent document US7006994 (B1 ), published on February 28, 2006, provides a system where means of artificial intelligence, which improve the performance of the system, are installed, but the cited document does not mention anything about the ability of the system to prepare documents for enveloping.
The document US2013226798 (A1 ), published on 29/08/2013, provides a method and system which can identify the purpose of the funds received into the account, assign the funds to the particular case, and execute transfers. The method and system provided in the cited document is not intended for the activities of the bailiff, it does not mention the possibility to create, classify documents, and therefore the cited system is not intended for automation of the activities of the bailiff.
This description provides a technical solution that does not have the above mentioned deficiencies.
SUMMARY OF THE INVENTION
The present invention relates to a method to automate functions performed by bailiffs and/or other institutions, the work with cases. This method is implemented by software means operating in a computer. The method to automate functions of bailiffs and/or other institutions is new in that, in addition to the high level of automation of functions performed, identification, classification, and transfer of the data from external electronic databases to software means of the bailiff and/or other institutions, and assignment to a particular case in these software means is performed. In order to improve the recognition of the data in external databases, software means have functions of artificial intelligence that can be used to train to recognize the new data, increase recognition accuracy, and software means, using artificial intelligence, can learn by themselves. The new method provided, according to the data on transfers to the deposit account, recognizes the case to which the funds are assigned, automatically executes the transfer of the funds from the deposit account, automatically creates documents, classifies them, prepares for enveloping, counts time periods, sends documents by e-mail.
THE PREFERRED EMBODIMENTS
Definitions used in this description are:
A deposit account is an account of the bailiff or other institutions.
A case is an active case and/or other case in which, including but not limited to, the data about process parties, payments and/or obligations, actions taken, etc. are analysed, collected, processed.
External databases are databases from which software means receive information (regardless of the method of connection and the method of receiving data).
This description provides a method to automate functions performed by bailiffs and/or other institutions and management of cases. The aforementioned method is new in that there are many actions and processes which are performed automatically, without human intervention, and some of actions are characterized by artificial intelligence. This method is implemented by software means operating in a computer or other electronic device that has technical characteristics. In this description, software
means implement the described method, thus in the description, although the term "software means" is used, in any case, this means that software means implement the described method.
The present method describes actions, processes which are performed with cases. A new case is created in software means. When the necessary actions with the case are performed, the case is closed, destroyed.
As usual, each user who wants to use the described method must log in to the system, indicating the identification data. When logged in, the user enters the system environment, where the system parameters and control settings are selected according to the option of the logged user. Depending on the options available to the user, s/he may change some of the system settings.
The described method performs processes with cases, which consist of various actions, operations. Many actions are performed automatically, without human intervention. The following processes performed by this method can be distinguished: a new case entry process,
an automatic warning, reminding process,
an automatic periodic workplace control process,
a periodic distribution process,
a recovery process (attachments and other actions),
a case closure and destruction,
an automatic time period counting process.
The new case entry process includes at least the following actions, operations: a case import, invoicing, and a virtual case creation. Upon a request, software means automatically connect to the Bailiffs Information System and/or other system, and then download the necessary data and/or documents of the case, automatically assigns this data and/or documents to a particular case created in the program. Once the case has been generated in software means, it is assigned to cases for which invoices must be issued. For such cases, software means automatically generate invoices for execution actions. Upon completion of the case entry, a new invoice is being generated and prepared in order that the bailiff could start enforcement. If the same debtor has cases of different bailiffs, all the cases of the same debtor must be counted together with his other cases, to implement this requirement, a virtual case can be created in software means.
In the new case entry process, when a user of software means initiates a case creation process, the retrieval of the case data from the internet, the case creation and transfer to subsequent processes is carried out automatically, without human intervention. In some cases, the issuance of invoices must be supervised by the user of software means.
When the case is created in software means, the automatic warning, reminding process is initiated. In this process, warning documents are automatically generated, they are sent to debtors, and the service of them is controlled (when documents are served on the debtor, the next day after their service, the time period is counted (in reverse sequence) automatically in order to activate another automatic process). Depending on the parameters of the case, if there is no need to create reminders in the case, the case is immediately transferred to the recovery or the debtor. If, after having received the warning documents, the debtor pays all the debts, software means terminate the warning, the case is transferred for further processing in software means. The warning documents must be signed by the bailiff (or other person entitled to sign it), therefore, before sending, the prepared warning documents are placed in means of the document dispatcher, where they can be signed by the bailiff (or other person entitled to sign it) and transferred for further processing in software means. Documents prepared by the dispatcher can be reviewed by the bailiff (or other person entitled to review it), and if necessary, documents can be edited. After signing, the warning documents are transferred for further execution, enveloping. When documents are signed, enveloped and transferred to the post office to be sent, after some time the data on the service of documents are received from the post office. If the debtor fails to pay the debt within the prescribed period of the service on him, software means initiate the attachment process.
The warning processes within software means are also carried out automatically, data and information means are created and transferred between actions in a way that minimizes user intervention.
The automatic periodic workplace control process is intended to detect changes in the income sources of the debtor. If the debtor has changed the workplace, finished working (or for other reasons) and began to receive benefits, such data is recorded at the state level in the system of social insurance (for example, in the case of Lithuania, it is called SODRA (the State Social Insurance Fund Board). Software means implementing the described method automatically connect to the social security
electronic database, identify and select the necessary data, send it to computer means, where the described method operates, automatically updates the case data. If the income source of the debtor has changed or the debtor began to work at a new workplace, software means automatically initiate the process of preparing documents for the workplace. After collecting the necessary information, documents are created for this purpose, intended for sending to a new workplace. When the user of software means signs documents in the dispatcher, they are transferred for enveloping and sent out.
In the automatic periodic workplace control process, in order that software means could precisely select the data in the social security electronic textual database, a new method of identifying and selecting the textual data, which has not been used in the activities of bailiffs and other institutions, is used. This method works according to the text layout in the database and the syntax and, according to other text parameters, finds the searched textual data, scans them and imports into the system. In order to implement as accurately as possible the recognition of the textual data in external databases, in the case of the present invention, functions for training software means are implemented. The software user trains software means how, more precisely, based on what criteria, one or another data needs to be recognized. Also, the program can be trained using artificial intelligence, which, using software means, capture how, in one way or another, software means are trained to recognize the necessary data. Statistical probabilities which are used for future data identification cases are generated from the captured data.
In the present invention, artificial intelligence seeks to approximate the results of human reasoning by organizing and manipulating actual and heuristic knowledge. The functional steps of artificial intelligence use past history and backwards feedback to generate rules and identify data relationships that allow the system to create a new data and new operational steps, operations and to more accurately recognize the data in external databases. In the context of this invention, artificial intelligence and different means of implementing artificial intelligence may carry out the following actions, including, but not limited to: human-controlled learning; problem solving; clustering and classification of information; reduction of information, generalization; structured forecasting; identification of abnormal situations; and/or other.
The periodic distribution process is intended to distribute the funds received from the debtor to the depository account of the bailiff and/or other institution. In order to be
able to distribute the funds in the deposit account using software means, upon initiation of the user or at specified intervals, software means automatically connect to the bank system on the internet and automatically upload amounts of the funds, the data of the debtor and other parameters necessary for the proper execution of the case by software means. The distribution is carried out in accordance with the current bailiff's instruction for recoverers, the bailiff, third parties, and the return to the debtor if there is too much money in the deposit account. As mentioned, the funds in the deposit account need to be distributed according to the established rules, this process is performed by the user of software means. After distribution of the funds, the program automatically executes transfers of the funds in the deposit account according to the distribution results. After the transfer of the funds, software means automatically place the data on executed transfers into the case. According to the data on transfers in software means, it is possible to generate reports to recoverers or other interested parties.
In the periodic distribution process, software means automatically download the data for distributing the funds from the online bank database, when the user of software means distributes the funds, software means execute transfers, and the information on transfers is assigned to the particular case. In other cases, if the rules for the distribution of the funds are clear, repetitive and the data in the deposit account has been read accurately, software means can automatically distribute the funds, without the user intervention, however, considering the importance of this action, it is recommended that the result of the distribution of the funds would be approved by the user.
If, within the warning period, the debtor fails to pay the debt, the recovery process is initiated. The main action of recovery, namely the attachment, is performed by software means automatically or by a human, bailiff or other person. The start of the recovery process is initiated by software means, if the criteria for initiating the start of recovery are met. After initiating the recovery process, software means perform queries on various databases automatically or upon initiation of the user to retrieve information about the debtor. The performance of queries on various databases is the same as described in the automatic periodic workplace control process. Another automatic action of the recovery process is the generation of procedural documents. Software means contain a module where templates for procedural documents, which, before sending, are filled in with data from the particular case, are placed. Thus, with ready-made templates and if necessary, document generation is also carried out automatically. Prepared documents can be viewed by the user of software means, edited in the
dispatcher, after verifying the readiness of documents for sending, the bailiff signs with an electronic signature and transfers documents from the document dispatcher for enveloping.
Software means automatically (or at specified intervals) begins the classification of documents according to the addressee or other attribute and actions, virtual envelopes are created, it is verified, whether envelopes are not overfilled, postmarks are assigned. This action is ended by printing documents which are classified and prepared for enveloping. It is only needed to place printed documents into the enveloping machine. After sending documents, software means find information about the particular shipment of documents in a post database and assigns the data on the service to the case.
If the case indicates that documents can be sent by e-mail, software means automatically generate and send a notification to the specified e-mail address.
If the case is closed, it is indicated in the software means that such case is no longer involved in further calculations. After a specified period, the case is transferred to the archive and therefore it is completely destroyed in software means.
To illustrate and describe this invention, a description of preferred embodiments is given above. This is not a complete or limiting description aimed at prescribing a precise form or embodiment. The description given above should be regarded more as an illustration than a constraint. Obviously, the specialists in this field may clearly see a multitude of modifications and variations. Claims
1 . A method to automate the work with cases which includes the following steps:
- a new case entry process,
- an automatic warning process,
- an automatic periodic workplace control process,
- a periodic distribution process,
- a recovery process,
- a case closure and destruction process,
characterized in that software means used in the mentioned processes include: a search of textual and/or other data in external databases,
an identification, download of the textual and/or other data and assignment to a particular case.
2. The method to automate the work with cases according to claim 1 , characterized in that a classification of documents is performed according to an addressee or other attribute and actions, virtual envelopes are created, it is verified, whether envelopes are not overfilled, postmarks are assigned, and documents are prepared to be placed into an enveloping machine.
3. The method to automate the work with cases according to claims 1 -2, characterized in that functions and means of artificial intelligence training a system are used to improve the identification of data in external databases
4. The method to automate the work with cases according to claims 1 -3, characterized in that, according to the parameters of payments received in a deposit account, it is automatically determined to which case the funds are to be assigned, when the funds are distributed, the system automatically executes transfers in the bank account and places the data on payment in each case.
5. The method to automate the work with cases according to claims 1 -4, characterized in that, after sending documents, software means automatically receive information about the service of documents from the post database.
6. The method to automate the work with cases according to claims 1 -5, characterized in that after receiving information on the service of documents, the program starts counting time periods, and, by the expiry of them, it attaches bank accounts and/or other assets, initiates/performs other actions.
7. The method to automate the work with cases, characterized in that all the software means according to claims 1 -6 are adapted for the work of the bailiff and/or other institutions.
