Generally, grabbers (especially scrapers) are written by someone who would wants to use the grabber. It's very unlikely someone will pick up the feature request. The best way to learn how to write a grabber is to examine an existing one. You can also post in the XMLTV-DEVEL list at SourceForge. schedulesdirect.org should have data for Spain and you can use the tv_grab_zz_sdjson and tv_grab_zz_jdjson_sqlite grabbers.
